The cities ushering in a new reality

The International Municipal Forum, the premier event for discussing the development of urban planning in Russia and promoting international cooperation in urban infrastructure, is scheduled to take place at the National Centre RUSSIA in Moscow on 23–24 November 2026.

The motto for this year’s Forum is ‘A More Sustainable Urban Transformation: Responding to Global Challenges’. Invited to take part in the inclusive dialogue are Russian officials, representatives of the federal and municipal authorities, businesspeople, investors, public and political figures, and delegates from Asia, Australia and Oceania, Africa, the Middle East, Europe, North and South America, and the CIS.

The event is being organized by the Roscongress Foundation with the support of the Russian Government. The General Partner is the Government of Moscow.

The far-reaching, comprehensive Forum business programme will touch on every aspect of municipal development, from urban planning and the integration of adjacent territories to the economy, innovation, digitalization, high-tech manufacturing, and the environment, healthcare, social services, and education of the future, youth initiatives, culture, sports, and tourism.

“The 21st century is one of transformation, and the foundation for a new reality is being laid. The exchange of international experience taking place is making it possible for us to find answers to shared challenges together and to bridge existing barriers. This Forum is about more than just identifying trends – it’s about editing the DNA of our shared future. Our primary mission is to bring advanced technologies and people together in harmony to create a future where we can live and grow together”, Executive Secretary of the Forum Organizing Committee and Adviser to the President of the Russian Federation Anton Kobyakov said.

NEASPEC’s 6th International Forum on Low Carbon Cities promises to be a highlight of the event, with a presentation of best practices and achievements in urban planning and infrastructure also planned for the Forum exhibition.

“Moscow’s urban diplomacy strategy employs best international practices alongside its very own developments. Moscow is currently working with more than 150 of the world’s largest metropolitan areas, agglomerations, and regions and is active in some 100 cooperation programmes, a fact we take pride in,” Minister of the Moscow Government and Head of the Department of Foreign Economic and International Relations of the City of Moscow Sergey Cheryomin said.

The Executive Order on the International Municipal Forum signed by the President of the Russian Federation on 29 December 2025 made the Forum an annual event that aims to strengthen business relations between representatives of regional and municipal governments and entrepreneurs from Russia and abroad.
